IF IT WASN’T FOR THE CITY OF WARSAW OPENING OVER 50 DATASETS, INSTALLING AN INNOVATIVE OPEN DATA PLATFORM ON CITY’S SERVERS AND CONDUCTING THE APP CONTEST WOULDN’T BE POSSIBLE.

HOW TO WORK WITH YOUR CITY?

Make sure you have decision-makers on your side. Without a strong political will in favour of opening up, a real change can never happen.

Once a decision is made, take enough care to sign a written agreement. There is no such thing as too formal when it comes to dealing with the administration.

Communicate

Throughout the process keep in touch with selected staff and direct your communication well. Be available and helpful, but don’t overwhelm with your presence. Take the time and effort needed to explain your goals and methods thoroughly to all the concerned staff. It may seem too much of a hassle at first, but you’ll see how it pays later. Make sure City’s IT team understands and is able to implement open data procedures when the external forces are out the game.

Plan Time & Resources

Plan ahead. Calculate the time needed to clean, prepare and publish selected datasets. Then multiply by 3, will be just fine; Agree on a person or a team assigned to dealing with open data within the City structure. A coordinator or coordination team will be your ally throughout the process. Taking ownership of opening data by the municipal staff is crucial for the success of the process. While you’re still in, work with the City to establish stable rules and regulations and implement procedures that allow opening new datasets in the future and guarantee that already published datasets will be updated regularly.
